This page turns a vague pre-start conversation into four review stages. If responsibility is shared, name the lead and the party that must provide input. If a condition is not ready, record a hold instead of converting uncertainty into permission.

Freeze the work basis

Identify the exact scope and revision.

Link the intended fence line to the current drawing, field markers, specification, gate schedule, approved changes and exclusions. Record who owns each source and which revision the contractor received.

Owner provides

Access authority, property or agreed route limits, livestock plan, known site information and the current purchase scope.

Contractor confirms

Received revision, field questions, proposed work sequence, crew contact and any assumption that requires written resolution.

Make the site ready

Separate access from permission to work.

Record work-area access, livestock separation, traffic routes, staging zones, weather or ground limits, utility and permit responsibility, emergency contacts and any area that remains unavailable. This worksheet does not perform those checks.

Tie materials to work areas

Show what is ready, held or missing.

Match delivered packages and approved product identities to the work section. Keep substitutes, damaged packages, incomplete evidence and unassigned accessories on hold. A staged item is not automatically accepted or released.

Release with boundaries

Record the decision and escalation path.

Name the person authorized to release the defined work area, the date and revision, the remaining holds, stop-and-notify triggers and the next coordination point. OSHA's general guidance emphasizes exchanging hazard information and resolving conflicts before on-site work starts; it does not transfer each employer's responsibilities to this form.

What belongs in a fence pre-start meeting?

The current scope and drawings, route and exclusions, access, livestock control, staging, material status, known hazards, permits or utility responsibilities, contacts, holds and release authority.

Who is responsible for jobsite safety?

Applicable law, contracts and actual control of the work determine duties. This record only makes the exchange visible; it does not reassign an employer's obligations or replace a competent safety program.

Can work start when materials are on site?

Not from delivery alone. Confirm identity, condition, approved status, intended work section, site readiness and authorized release.

Who locates underground or overhead utilities?

The responsible parties must follow applicable law and approved site procedures. Assign the responsibility and record evidence; never use this page as a locating instruction or clearance.

What happens when the route changes?

Stop the affected release, identify the changed condition, update the controlled drawing or change record, review impacts and obtain the required authorization before continuing.

Is a signed checklist a contract change?

Not automatically. Contract and purchase documents control. Use the project change process when scope, price, schedule or responsibility changes.
