Which milestone is actually exposed?

A backorder should not become a vague “project delay.” Tie the exact material gap to verified stock, a named fence section, a dated supplier input and the first decision point that cannot safely be guessed.

Planning record—not a contract or schedule change. It does not establish delay responsibility, entitlement, damages, extensions or permission to resequence work. Use the purchase order, approved schedule and delegated authority.
“The supplier says two weeks. What does that change?”

Start with less drama and more identity. Which item is backordered? What original unit applies? How much accepted stock is truly available? Which section consumes it, at what approved rate, and which successor activity depends on that section?

Worked example: woven wire, line posts and a gate assembly have different stock coverage and different dependencies. The quantities and days below are illustrative; replace them with the current order, allocation and approved schedule.

What date are we comparing?

Keep at least three dates separate: the required project need point, the supplier's supported delivery date, and the next internal decision date. FAR Subpart 11.4 treats delivery or performance time as an essential schedule element and notes that construction scheduling considers material availability and multiple completion dates.

A supplier ETA is evidence only when its source and checked date are preserved. It does not automatically revise the required date. If the project basis changes, record that through the authorized change process.

Use calendar dates or clearly defined periods. “Two weeks” is ambiguous unless the record states from which event, whether transit is included, and who supplied the estimate.

How long can verified stock carry the work?

Use only accepted, unheld material already allocated to the named section. Divide that quantity by the current approved consumption basis to estimate a coverage window. The result is a planning signal, not an instruction to accelerate, resequence or release construction.

Which dependency makes the gap important?

Name the affected fence section and the first successor that cannot proceed on the existing basis: a gate opening, animal move, inspection point, access release or another scheduled interface. Do not label every downstream activity “delayed.” Record the nearest verified dependency, its owner and the date it must be reviewed.

When does the record become an escalation?

Escalate when coverage ends before the supported delivery point, a critical dependency lacks an approved alternative, or a proposed action would change allocation, sequence, cost, scope or authority. The escalation should carry the item evidence, exposure window, affected section, available options and the decision owner.

  • Buyer: confirms supplier evidence and the next check date.
  • Planner: identifies the nearest affected milestone and dependencies.
  • Technical owner: reviews any alternate product or interface.
  • Authorized project/commercial owner: decides changes, extensions or remedies.

What belongs in the impact record?
Item identity and unit, available quantity, ETA source and checked date, coverage, affected section, nearest dependency, exposure window, owner, decision point and authorized outcome.
Does the supplier ETA revise the schedule?
No. It is an input. Only the authorized project process can revise the required date or sequence.
Can another section use the stock?
Only after identity, allocation, dependencies and authority are confirmed and the transfer is recorded.
Can unlike items be one shortage total?
No. Keep rolls, pieces, sets and kits separate. Count exposed rows if useful, but do not purchase from a mixed-unit total.
When should the buyer escalate?
When verified coverage ends before the supported ETA, a critical dependency has no approved path, or the decision exceeds the buyer's authority.
Does this decide contract remedies?
No. Responsibility, extensions, cancellation, damages and payment questions belong to the applicable agreement and authorized commercial or legal review.
